Eritrean Britons swept into diaspora tax dragnet

August 13, 2013

Just like Eritreans in Canada and Kenya.  In violation of international law, the tax on Eritreans living abroad helps fund the repressive dictatorship in Eritrea and helps fund al-Shabaab terrorists, too.  Thanks to Raphael and Aisha for sending this in from the International Business Times:

Eritreans living in the UK are being forced by their own government to pay a “diaspora tax” that ultimately funds the secretive country’s network of influence in the Horn of Africa, including supporting the al-Shabaab group of militants in Somalia, an IBTimes UK special investigation has uncovered.

The collection of a 2% income tax on Eritrean nationals living abroad violates UN resolution 2023 (2011) which condemns Eritrea’s use of the tax to “destabilise the Horn of Africa region and to violate the sanctions regime”. Some of the money is used to procure weapons for armed opposition groups.

The UN Security Council hardened sanctions against Eritrea in December 2011 over its alleged support for Islamist militant groups such as Somalia’s al-Shabaab…

  1. I do not understand why people are lying to hart others. The 2% tax we pay is for the rehabilitation of the war torn country. To help our people not as claimed to finance terrorists. Any body can check going to Eritrea and see how is used this money how peaceful are Eritrean. The country is the most safe one in all Africa, no crimes, no beggars, no corruption, this is all confirmed even by the UN and the arch enemies.
Please have some morale and clear conscience when writing.

    • Yes, repressive police states often have less crime than free countries.

Even if the diaspora tax were going toward civil infrastructure projects rather than the Eritrean war machine (which it isn’t) its collection by consulates and embassies is still legally prohibited by international conventions on diplomats.

      • MJ, you are incorrect. Both the SEMG and the IBTimes inaccurately quote the the UN Resolutions discussing the Eritrea Rehabilitation Tax (which for reference was self-imposed by diaspora communities and later adopted by the TGE [at the time Transitional Government of Eritrea]). UNSC Resolution 2023 specifically said “Decides that Eritrea shall cease using extortion, threats of violence, fraud and other illicit means to collect taxes outside of Eritrea.” Meaning, the UNSC said that Eritrea could not use “extortion, threats of violence, fraud or other illicit means” to enforce those taxes. Whether or not that is how they were administered, a careful reader will recognize that the tax was not barred, only certain methods of enforcement.

Finally, it is clear that the collection of extraterritorial taxes on nationals is not illegal, because there is another country that does so and is reasonably well respected in the international community, it is even a post-industrialized country. Good luck in your re-analysis on the subject!

  2. to semere

this people (the author/s of the above article) are not seekers of either truth or justics. They are dark forces working for their own evil interest. This are wolfs in sheep skin seeking to destablise our beloved country for their selfish geopoltic interest and distablise in order to steal our natural resources countries wealth.

They can dream on, the evil entities. We will not be fooled. I will pay my 2% diaspora tax willingly. no problem there!!

    Long live our Government.

  3. Thanks, መርሃዊ ወልደጼን, for at least sticking to concrete details rather than name calling like some other commentators.

Just remember that collection of extraterritorial taxes by a tax agency is different from collection by consulates in return for consular services.

  4. Blah blah blah…. THE CAMEL IS MARCHING THE DOG IS BARKING. ERITREA IS ONE OF THE FASTEST GROWING COUNTRY WHILE THE FIRST WORLD COUNTRIES ARE IN DEPRESSION. A MONKEY WAS DESPERATE TO EAT A DELICIOUS FRUIT FROM A TREE. WHEN THE FRUSTRATED MONKEY COULDN’T GET ANY FRUIT SHE SAID IT IS SOUR ANYWAYS. SO DON’T BE A MONKEY.

  5. This is not a misinformation but campaign by western countries to keep Africans
In poverty and on their mercy. What western don’t want is an economically
Independent Africa. When they see a government like in eritrea, whom is determine
To break the cycle of dependency by implementing plans for self reliances, westerns are determined to destroy eritrea. they believe that if eritrea, a small country with limited resources succed economic independence. They know it will send shock wave and all African countries will follow its success. This in turn means african resources which currently is exploited to enrich europe and america will be off their hands. Western see a powerful africa as a threat to their wealth. So destroying eritrea before it become a bad example of good governments is the objective of western.so when this is the objective, do u think
The so called free press, medias will tell the truth about the 2% tax. Who are the medias, who control them, whose interest will they protect . There is no such as free media.

    • You figured it out. I oppose extortion being committed by Eritrean diplomats against Eritreans living abroad because I want to keep Africans in poverty. That makes perfect sense, Alex!

  6. Nasty lies for nasty intentions. No Eritrean will buy this crap and we will fight for our rights to exist!

    • Most Eritreans living abroad being subjected to this tax will admit it out loud because they will be denied consular services and their families back home will face retaliation.

  7. […] happens in Kenya, Canada, Britain, and, according to a new report, in Israel as well.  Eritrean diplomats carry out the dirty work […]
